Rankings use a long-run monthly average, not a forecast. They also rank temperature and nothing else — not currents, water quality, jellyfish or whether there is a beach. The warmest sea in a region is often a shallow enclosed bay that heats faster than an open coast, and not somewhere you would choose to go.
